Evaluation of the Impact of Pedibus Program Implementation on Urban Traffic Congestion—A Case Study of a Critical Intersection in the City of Pitești

Abstract


Urban traffic congestion in the vicinity of educational institutions represents a significant vulnerability of modern urban transport systems, being largely caused by the intensive use of private cars for school-related trips. This paper analyzes the impact of implementing the Pedibus program on the performance of an urban intersection in the city of Pitești, using real traffic data collected through UAV (Unmanned Aerial Vehicle) technologies and microscopic traffic modeling performed in the PTV Vissim environment. The obtained results indicate that the analyzed intersection currently operates at Level of Service F, characterized by high delays and traffic demand exceeding the available capacity. The implementation of the Pedibus program leads to an estimated 70–80% reduction in school-related car traffic, resulting in improved traffic performance indicators and increased resilience of the urban traffic system. The study highlights the effectiveness of sustainable mobility measures based on behavioral change and demonstrates the potential of intelligent monitoring systems and data-driven traffic analysis in reducing urban congestion without requiring major infrastructure interventions.
