Abstract
Accelerated urbanization and escalating vehicle density in metropolitan hubs like Bucharest have exacerbated traffic congestion and parking-to-demand imbalances. These inefficiencies necessitate advanced digital interventions to optimize existing infrastructure and mitigate the externalities of cruising for parking.
This paper delineates the design and implementation of a robust Intelligent Parking Reservation System (IPRS). The proposed solution leverages a comprehensive ITS platform, allowing end-users to discover, reserve, and process transactions for specific parking slots via a mobile application within a heterogeneous environment of municipal and private parking assets.
The core of this research focuses on a system architecture strictly aligned with Directive 2010/40/EU and the National ITS Architecture (ARC-IT), ensuring high levels of interoperability and cross-platform scalability.
A key differentiator of this system is the integration of automated bollard control, which physically secures the reserved asset and prevents unauthorized occupancy. By facilitating dynamic pricing, automated enforcement, and optimized turnover rates, the IPRS contributes to a measurable reduction in urban congestion and provides a future-proof foundation for integration into broader Smart City ecosystems.
